Butler called his own efforts a “carry-on Budget” and said: “It would be unwise to stimulate purchasing power by remissions of tax designed to increase personal consumption.”

74 years ago (1948) The World Health Organisation was founded on the first World Health Day.

Its first priorities were to control the spread of malaria, tuberculosis and to improve maternal and child health, nutrition and hygiene. With headquarters in Switzerland, its stated aim was “the attainment by all peoples of the highest possible level of health”.

33 years ago (1989) We chronicled the official visit of the Soviet Union’s reformist leader Mikhail Gorbachev and his wife Raisa.

The Gorbachevs were mobbed by “enthusiastic fans” as they visited St Paul’s Cathedral and laid a wreath at the tomb of the Unknown Soldier at Westminster Abbey.

Prime Minister Margaret Thatcher praised Gorbachev as a “man of destiny”.
